
As HIVCA continues to develop, with a growing network, stronger system relationships, and confirmed funding for the next three years, we are launching an independent review of our governance arrangements to ensure the Alliance is equipped for the future. This comes at a time of wider changes across the health and care landscape, including ICB structural reforms and the formation of a Mayoral Combined Authority.
Why are we doing this?
The current Leadership Committee was established in 2024 and expanded earlier this year to include VCSE representatives from all four Health & Wellbeing Boards. With HIVCA’s increasing role and a shifting local context, now is the right moment to take stock and make sure our governance model is robust, inclusive and clear.
What will the review cover?
The consultant will:
- Examine our existing governance framework, including the Leadership Committee, support arrangements through Action Hampshire, and the wider network structure
- Consider factors such as Place arrangements, the role of Local Infrastructure Organisations and system-wide strategic priorities
- Look at governance models in other Integrated Care Systems and identify best practice we might adopt
- Develop a set of options for future governance, with pros and cons, risks and resource implications.
How will members be involved?
Your input will be central to the process. Engagement with the HIVCA network will take place through surveys or other methods, alongside conversations with the Leadership Committee, LIOs (Local Infrastructure Organisations) and Action Hampshire.
The consultant will present governance options to the full network at an event in early May, giving us all the chance to review, discuss and agree the preferred way forward.
What happens next?
The review begins in early March, with an interim update to the Leadership Committee later in the month and a final draft report due on 20th April. We’ll continue to keep the HIVCA network informed as the work progresses. This is an important opportunity to strengthen how we work together and ensure HIVCA is well placed to support the voluntary sector’s role in health and care across Hampshire and the Isle of Wight.
